The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are delivered from different nations. Immense energy is expended on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "resolution".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from enemy soil, a ability afforded by current data. From witness perspectives, defense planes that had been dispatched to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every firing shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: perhaps the hostile projectile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a drone in the vicinity, part of a defensive team – almost certainly imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on external assistance – a reliance that European nations are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is unfeasible to force Russia to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through statements or actions, from believing that the status quo will not evolve additionally in its benefit in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a total frontline collapse until circumstances change in its favour.

Current Realities

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
