An additional two individuals are now in custody in connection with a theft at London's Heathrow Airport in which 21 people sustained injuries by what is thought to be pepper spray, as stated by law enforcement.

The arrests follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the attack, a pair of female travelers had stolen from them their suitcases after getting out of a car park lift.
A three-year-old girl was one of the those hurt in the event. A total of five individuals were taken to the hospital for medical care and have since been released.
Officers arrested a 31-year-old man for suspected robbery and assault near the location. He was subsequently released under investigation as the investigation proceeds.
Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals injured by a noxious substance thought to be pepper spray.
The attack - an event that authorities stated was isolated and not considered an act of terror - caused delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 parking facility for a short time.
